First, wash the sardines well, remove the bones, and grind them into a minced meat texture. Add all the listed spices, salt, grated garlic, grated onion, and chopped parsley. Mix well and form into small balls.

Next, brown the sardine balls in a skillet until golden. For the sauce, chop the tomatoes and add them to a skillet with the spices, parsley, chopped garlic, and oil. Cook over heat until the tomatoes soften, then add the water and salt. Continue cooking until you have a sauce. Add the sardine balls and let them cook until the sauce thickens.
