In a bowl add whole wheat flour, sooji, fennel powder, cardamom powder, powdered sugar and mix well. Add lukewarm milk gradually and make a smooth batter. Add fresh cream and keep aside the batter for 15 mins covered

Meanwhile make the syrup with 1 cup water and 1 cup sugar added and brought to heat. The sugar should melt and saffron strands and Rose water added to give a good colour and aroma. No string consistency is needed but just that sugar should dissolve. Set aside

Check the batter as it should be a pouring one

In a wok heat oil and add one ladle of the batter. Let it fry one one side for 4-5 mins, flip side. Once browned and fluffy, add to the syrup and let it absorb the syrup for 2-3 mins. Fry in batches

Set aside once done

Garnish with chopped pistachios and enjoy
