Sift the flour, baking powder, and salt together, then set aside. (If using salted butter, skip the salt.)

Place the butter in a mixing bowl. Beat the butter on low speed until it becomes creamy and fluffy, but not melted.

Add the milk powder, powdered sugar, and vanilla extract to the bowl. Beat on low speed until well combined and the mixture is fluffy.

Add the sifted flour mixture to the bowl in two parts. Gently fold with a spatula first, then beat on low speed until just combined. The dough should not be overmixed.

Divide the cookie dough and mix in food coloring as desired. Combine the colored doughs in a bowl, then use a scoop to portion the dough like ice cream scoops. (Preheat the oven to 320°F (160°C), top and bottom heat, for 20 minutes.)

Once the cookies are scooped, the oven should be ready. Bake at 320°F (160°C), top and bottom heat, for 15–20 minutes.
