First, combine the all-purpose flour and cornmeal. Add water as needed and knead into a dough similar to what you would use for making flatbreads. Wash the chicken pieces thoroughly, then grind them in a food processor. Transfer the ground chicken to a bowl and add green onions, green chilies, black pepper, ginger paste, garlic paste, cilantro, garam masala, salt, and oil. Mix well.

Set the chicken mixture aside. Knead the dough again briefly, then divide it into lemon-sized balls. Roll each ball into a circle. If you have trouble making perfect circles, roll out the dough and cut circles using a small glass or bowl.

Place some of the chicken mixture in the center of each circle and fold to seal the momos. Now your momos are ready to be cooked.

Heat water in a large pot and place a steamer rack inside. Arrange the momos on a plate or steamer tray and place it over the rack in the pot. Cover and steam for 10 minutes.

Remove the lid and your momos should be fully cooked. Serve hot with chutney.
