Steps

Take a grinder jar add dal, cumin seeds, hing grind it without water grind it coursely

Take this mixture into a bowl add ginger,curry leaves and crushed black pepper, rice flour 2 spoon oil mix it well it become smooth paste

Now add salt to taste give it good mix

Heat oil in kadai give the shape of wadas and fry till golden brown and serve hot with chutney
