Add ghee to kadai and add suji. Saute till we get sweet smell. Take to a plate. Add water to kadai. Add saffron strands, sugar and bring to boil. Once water boils add suji to it and mix well.

Add ghee to a small pan and roast cashews and raisins. Once golden transfer to the suji kadai and mix well. Add cardamom powder, mix well and serve.
