Dissolve 1/4C salt in 1 qt cold water in a large container. Using kitchen shears, cut through shrimp shells; devein but do not remove shell. Using a paring knife, cut 1/2" deep slit in each shrimp along the vein line, be careful not to cut the shrimp in half completely. Submerge shrimp in brine; cover, refrigerate for 15 minutes.

Adjust the oven rack 4" from broiler and heat broiler.

Combine 1/4C oil, scallion greens, garlic, fennel seeds and pepper flakes in a large bowl. Remove shrimp from brine and pat dry with paper towels. Toss shrimp in the oil mixture. Spread shrimp on a wire rack set in a baking sheet.

Broil shrimp until just browned, about 2-4 minutes per side, rotating sheet halfway through broiling: transfer shrimp to serving platter. Serve with your favorite side dish.
