Rinse the tapioca pearls thoroughly and soak them in water. After soaking, drain them using a strainer.
- 2
Boil the potatoes, peel, and mash them.

In a large mixing bowl, combine the boiled and mashed potatoes, finely chopped green chilies, ginger, soaked tapioca pearls, peanut powder, salt to taste, and black pepper powder. Mix well. Grease your hands with ghee and shape the mixture into patties.
- 4
Form the mixture into round fritters.
- 5
Heat oil in a deep pan. Fry all the tapioca and potato fritters until golden brown. Remove and serve hot with cilantro chutney.
- 6
For the chutney, wash and clean a bunch of cilantro leaves thoroughly.
- 7
In a blender jar, add cilantro leaves, ginger, green chilies, salt, cumin seeds, mint leaves, and peanuts. Blend to make a smooth chutney.
