Steps

Wash rice 2 3 times & discard the water. Soak it in clean water for 30 minutes.

Now in pressure cooker boil the rice for 3 whistles. Cool & open the cooker & remove the boiled rice.

Mix fresh curds & water & blend to make buttermilk. Keep aside.

Tempering : Take clarified butter in a pan, when it melts, add cumin seeds & let it splutter. Than add buttermilk & salt.Mix immediately so buttermilk does not cuddle.This process has to be done on slow flame only.

Now add boiled rice & cook to everything merges well. Add chilli paste & cook for 5 minutes, stirring all the time.

Remove in a bowl & serve with rice papad (khichiyu).
