Mix rice flour, onion, spring onion, carrot, salt, cumin, and green chilies in a bowl. gradually add water to form a medium soft dough. wet your hand and spread a portion of dough evenly on a plastic sheet.

Make three holes in the roti for even roasting. place the roti on a heated tawa, add oil in the holes and around the edges. roast on medium heat until golden on both sides. serve hot with tea.
Tips
Using a wet hand to spread the dough helps in achieving an even thickness and prevents sticking.
