Preheat oven to 350°F and line two muffin tins with liners. In a large bowl, whisk together flour, salt, baking powder, and baking soda.

In another large bowl using a hand mixer or in the bowl of a stand mixer, beat butter and sugars together until light and fluffy. Add egg and vanilla and beat until combined.

Add half of dry ingredients to wet ingredients and mix until just combined, then add milk and mix. Add in remaining dry ingredients and mix until just combined, then fold in chocolate chips with a spatula.

Divide batter evenly among muffin liners and bake until a toothpick inserted in the middle comes out clean, 23 to 25 minutes.
Tips
FYI Adding the dry ingredients gradually helps make these muffins extra fluffy.
