Pour boiling water over leaves, let stand 4min. & drain.

Mix beef, rice & seasonings. Place portions of meat mixture in cabbage leaf. Roll up and fold ends under. Place seam side down in casserole dish or roaster.

Mix tomato sauce, water, sugar & vinegar together. Pour over rolls.

Bake at 325f for 2 to 2 1/2 hours.
