add oxtail, and onion to pot of boiling water. Cook for 30 minutes.

in blender add 4 of the chiles out of the can and all of the sauce that is in the can, garlic and tomato. Blend until smooth.

Add salsa from blender to pot with meat, bay leaves and salt to taste, cook 10 minutes more.

Add all veggies and cook until veggies are fork tender.
