In a large bowl, combine the ground beef, onion, garlic, parsley, cilantro, mixed spices, salt, and black pepper. Use a food processor to blend until very smooth.

Mix the kofta mixture well, then shape into medium-sized balls. In a skillet over medium heat, heat the oil and sear the kofta balls until browned.

Sauté potato slices in the same skillet. In a baking dish, arrange the potato slices, then prepare the tahini sauce.

Mix all the sauce ingredients together until smooth and pourable.

Place the kofta balls on top of the potato slices, pour the tahini sauce over them, and bake in a preheated oven at 350°F (180°C) for 20 minutes, until the sauce thickens and the kofta is cooked through. This amount makes 2 baking dishes.

Remove from the oven and serve with rice.
