First mix flour with milk powder and baking soda. Sieve it once. Add 1 tbsp of ghee in it. And slowly start adding milk to form dough. Dough should be sticky and soft. Make small balls of it. With above quantity it will be around 14. Do not make it too big else it will become large when you soak it in syrup.

Deep fry those balls till it become nice brown from out side. Fry it on slow flame.
