Add first Nine ingrediants into a suatee pan and cook until beef is browned and all vegetables are nice and tender.

while that is cooking add the potatoes to a pot and bring to a boil until tender, remove from heat and drain.

once potatoes have been drained put back into pan add the butter all sliced up(melts quicker) and the heavy cream. mash potatoes until all lumps are gone and mix in 1/2 of the cheered cheese and mix well.

once beef mixture is done add the mixture to an 8 1/2 x 13 baking dish and level the mixture.

then add the mashed potatoes on top of the beef mixture and spread evenly covering the beef mixture.

after the potatoes are leveled off add the remaining cheese to the top of the dish.

put baking dish into a preheated 350°F oven and cook approximately 20-25 minutes or until brown.

once browned pull from oven and let the dish set for 5 - 10 minutes and serve.

Special note: I love beef gravey on this dish. really enhances the flavors. but you can do per your taste.
