In a pot over medium heat, combine the water, powdered milk, cream, sugar, and semolina. Stir until the mixture thickens, then add the cheese. Once the cheese melts, add the orange blossom water and remove from heat. Set aside.

Grind the dried bread in a food processor, then mix it with the butter, orange blossom water, and chopped pistachios. Press the mixture evenly into a large nonstick baking pan. Spread the cheese mixture evenly over the bread layer. Bake in a preheated oven at 350°F (180°C) until the edges are golden brown.

Invert onto a serving platter and serve.

Serve with sugar syrup on the side.

To make the syrup: Boil 2 cups sugar with 1 cup water for 7 minutes. Add 1/4 teaspoon lemon juice, stir for 30 seconds, then add 1 teaspoon each of orange blossom water and rose water.
