In a mixing bowl, beat flour, sugar, and butter on medium speed for 2-3 minutes. Press firmly into a greased 13 x 9 in. pan.

Arrange pecans over the crust.

Combine butter and brown sugar in a heavy saucepan. Bring to a boil; boil for 1 minute, stirring constantly. Pour over pecans.

Bake at 350° for 18-22 minutes or until bubbly.

Sprinkle chocolate chips on top; let stand for 3 minutes. Spread chocolate but allow some chips to remain whole. Cool completely; cut into small squares.
