Mix together and brown in a skillet

Add carrots and potatoes in layers with the meat mixture in a casserole dish.

Cook 2 cups of tomato juice in the same skillet thickened with 2 tablespoons of flour. Once thick, pour over the meat and veggies in the casserole. Cover the casserole dish and bake in a 350°F oven until the carrots and potatoes are done (usually 90 minutes).
