Mix flour, salt, pepper, and garlic powder in a bowl and coat meat thoroughly to get a good coating. Reserve 3 tablespoons of flour mixture!

Heat oil in skillet over medium heat and fry steaks until golden brown on both sides. About 5 minutes each.

Put steaks in sprayed casserole dish.

Pour beef broth into skillet and heat over medium heat while whisking in the retained flour mixture until gravy is smooth and thickened.

Pour gravy over steaks, cover with foil, and bake at 350 for 2 hours.

Serve with mashed potatoes or rice.
