Steps

Add all purpose flour, salt and oil in a mixing bowl. Add enough water and make a dough.

Rest dough for 1/2 hour.

Heat oil in a pan add grated cabbage,carrot, soya sauce and salt mix well.

Saute for 4-5 minutes.

Make small balls with the dough.

Roll the balls, fill this mixture.. And make a momoms shape.

Steam for 5-7 minutes.

Transfer in a serving plate.

Serve with hot garlic chutney.
