Mix cabbage,carrots,capsicum,onion,green chilli and ginger garlic paste.Add black pepper powder,flour,cornflour,salt and mix.Make 17-18balls.Deep fry them in medium flame and keep aside.

For gravy,heat oil in a pan.Add ginger garlic and chilli and saute.To this add soya sauce,red chilli sauce, tomato sauce and combine well.Add cornflour mixture and bring to a boil.Reduce flame and add sugar,pepper powder and salt.Also add the fried Veg balls.Garnish with spring onion and serve hot.
