Prepare all the ingredients. Chop the vegetables (green bell pepper, onion, carrot, and garlic). Peel the tomato and puree it with a blender.

Pour enough olive oil to cover the bottom of the pressure cooker. First, sauté the green bell pepper and onion. After about 10 minutes, add the garlic and a bit of parsley.

When the onion and bell pepper are soft, add the meat, then season with salt and pepper to taste.

When the meat is browned but not fully cooked, add the carrots. Cook for about 5 to 8 minutes, stirring occasionally to prevent sticking.

After that time, add the pureed tomato and stir. Let it cook for about 5 minutes to sauté.

After 5 minutes, pour in the wine or, as I do, the beer until the ingredients are covered. (Add the beer slowly to avoid too much foam.) Let it cook until the liquid reduces a bit.

When the beer or wine starts to thicken, add about 3 1/3 cups (800 ml) of water and salt. When it starts to boil, close the pressure cooker and cook for about 20 minutes.

After this time, remove from heat and let all the steam release.

If the sauce is the consistency you like, serve. If not, cook uncovered a bit longer until it reaches your preferred texture, then serve.
