Mix flour and sugar together in a skillet. Add bacon drippings, salt, pepper, water and vinegar. Stir and cook until thickened. Add mustard and onion. Then add potatoes, celery seed, celery, green pepper and pimento; mix well, but lightly. Sprinkle with bacon.
