Pour water, vanilla, and meringue powder into mixer and mix on medium speed until fluffy and foamy.

Once foamy, add 4 c powdered sugar. Keep mixer on low, adding slowly.

When all sugar is added, increase mixer speed to medium low. The amount of mixing can vary depending on humidity. Beat icing for 4-7 minutes, until it changes from ivory to white. The icing will become stiff and increase in size.

The icing is ready when soft/stiff peaks form.
