Brown onion and sausage in large skillet over medium high heat; drain. Add celery, rice and rice seasoning packet; cook and stir 2 minutes.

Drain tomatoes, reserving liquid; pour liquid into measuring cup. Add water to measure 1 1/3 cups; pour over rice. Add tomatoes; bring to a boil. Cover and cook over low heat 20 minutes. Add bell pepper and parsley.

Cover and cook 5 minutes or until rice is tender.
