In a bowl, combine the sugar, oil, and hot water. Stir until the sugar dissolves.

In another bowl, mix together the flour, semolina, baking powder, turmeric, and powdered milk.

Add the dry ingredients to the wet mixture and stir until you have a smooth batter.

Pour the batter into a greased baking pan and sprinkle sliced almonds on top for garnish.

Bake in the oven for 30 minutes. Remove from the oven, let cool, cut into squares, and serve.
