Dry roast fennel seeds, coriander seeds, cumin seeds, cloves, black pepper.

Dry roast both the grams.

Grind all the roasted ingredients to a fine powder. Add all the remaining ingredients and mix well.

Take maida add salt and oil, knead a tight dough. Keep it to rest for 1/2 hr. Now divide the dough in small balls. Roll one ball and add the filling and then close it properly. Now make the remaining balls in the same way. Heat oil and deep fry in batches till light golden brown.

Mini moong dal kachori's are ready to serve.
