In a bowl mix all ingredients of cutlets.
Take a ball size mixture and flatten it. - 2
Fry it on medium flame till crispy and golden brown. Keep aside.

Now in a pressure cooker heat oil put jeera and hing. Add besan. Roast till light brown.

Add tomato puree and cook for a minute. Add all dry masalas. Mix well.

Put boiled mutter and add enough water. Cook it till 3-4 whistles.

Now arrange cutlets in serving dish and pour ragda over it. Sprinkle both chutneys and curd over it.

Garnish with nylon sev.
Serve and enjoy chatpatta ragda chaat.
