Sift the flour,baking powder,salt,and cocoa in a container.

Add the oil, water, and milk to the flour mixture.

Mix the eggs with vanilla.

Add sugar to the eggs then mix.

Add the egg mixture to the other materials and mix.

Put the mixture in the oven for 30 min.
