1. Heat pan in medium heat add garlic butter. Add chopped capsicum and one onion. Add garlic. Saute untill it cook soft and mushy.
2. Cool down and grind into smooth paste keep aside.
3. Heat another tsp of butter saute another onion. Once it soft add ground paste, veg stock, water and salt. Let it boil in simmer for 5 minutes.
4. I didn't add cornflour if you want your soup to be little thick mix 1 tsp of corn flour in water and add this to boiling soup. Stir a bit and switch off the flame.

5. Garnish with pepper and serve hot.
