Preheat oven to 350. In a large bowl, combine rhubarb, honey and cinnamon. Place gelatin in water and let sit for 3 minutes. Stir in rhubarb mixture. Pour into greasted 8x8 pan.

In a medium bowl, combine topping ingredients and spoon over rhubarb. Bake 45 minutes until bubbly and golden brown. Cool 1 hour before serving.
