Make the batter much looser than regular tempura. Mix the flour, mayonnaise, and water. (If you have a lot of broccoli, you can use an egg instead)

First, coat the florets of the broccoli, making sure the batter covers everything. The florets repel water and batter, so adding flavor to the batter is key!
