This is one of my mother's favorite way of making rice and I learnt it from her.
Steps

Wash rice, drain, crush garlic.

Put desired amount of oil to a cooking pot and add garlic, stir

When garlic is aromatic, add carrots, dont let the garlic burn, stir continuously for 2-3 minutes on high heat.

Add rice, salt and stir continuously for 2-3 minutes, till rice is well mixed with carrots and oil.

Add the hot water in two batches, stir in between let it begin to boil.

Cover with air tight lid and turn heat low. If you do not have an air tight lid take afew pages of newspaper or calendar, wet them, cover cooking pot, put flat aluminium lid and a heavy pan on top as shown. Cook for 20 - 30 minutes on low heat

The rice should be well cooked and separate easily when you uncover. Serve hot with favorite stew.
