Blend the rice with some water roughly.Take a pan and boil the milk in it. Add the rice to it. Cook them till rice is cooked in a low flame.

Prepare a mixture of milk powder and warm water and add it to the pan. Add the cardamom powder to it.

After the rice is cooked properly and you get the desired consistency switch of the flame and add the lychee to it.
