Take a chopper and Chop into it beef mince with, raw onion paste, salt, ginger, allspice, black pepper and baking powder until smooth.Give the kebab oval shape with the help of your palms.Melt butter in a pan and shallow fry kebab into it.Put the kebab on dum in the same pan by placing a coal in the centre.

Preheat a grill pan and roast slightly onions and tomatoes on it.

Saffron Rice Preparation:Soak rice for one complete hour so that the grains may become long.Boil rice after adding yellow food colour, whole spices and salt; strain the remaining water.Take a vessel and shift rice to it with butter, and saffron.Cover the rice thoroughly and let them cook over very low flame for 10 minutes.

Take a platter; spread roasted onions and tomatoes into it and then spread the chelo kebab with saffron rice; serve.
