Remove the stems from the chilies and clean them.

Place all the chilies in a bowl, pour boiling water over them, cover, and let soak for 15-20 minutes.

After 15-20 minutes, the chilies will be soft. Drain and transfer to a blender or grinder. Grind into a coarse paste.

Heat 1/2 cup oil in a large skillet over medium heat. Add the chopped garlic and sauté for 30 seconds. Add the ginger, mix, and sauté for another 30 seconds. Add the chopped cilantro stems and sauté lightly until the garlic changes color.

Add the coarsely ground chili paste, mix, and cook on low heat for 2 minutes.

Add sugar, salt, citric acid, and black pepper powder. Mix and cook for 2 more minutes.

Add 1 1/2 cups water (or as needed), mix well, cover, and cook for a few minutes.

In a separate bowl, mix the cornstarch with 1/4 cup water. Gradually add the cornstarch mixture to the chutney while stirring, then add the soy sauce and mix well.

Continue stirring and cook the chutney on low heat for 7-8 minutes.

Your Schezwan chutney is ready. Store it in a clean, dry glass jar or any airtight container in the refrigerator. It will keep for 3-4 months.
