Finely chop the onion and sauté until golden and soft. Set aside.

In a bowl, add the flour and gradually mix in the water and wine, making sure the batter doesn't get too runny. Add the shrimp, onion, and parsley.

Heat olive oil in a skillet. When hot, drop spoonfuls of the mixture into the oil and gently flatten them to form fritters. Don't cook too many at once.

When golden on one side, flip and finish cooking. Remove and drain excess oil on a paper towel. Serve hot.
