Boil the potatoes, mash them, add salt, a little milk, and chopped cilantro to make a purée. Refrigerate.

Cook the ground beef with tomato, onion, garlic, carrot, and green beans. Season and set aside. Cut the cheese into small pieces.

Heat the oil until very hot. Dust your hands with flour, take some of the potato purée, shape it as desired, make a small indentation, and fill with the beef mixture and cheese.

Close the floured patty and fry in the hot oil.
