In a sauce pan... pour in water

Bring it to boil

In a another small metallic bowl..add your chips and place them on your boiling water

Melt the chips using the double boiling method

Allow your chips to melt...
Then add whipped cream... gently mix till thick and runny

It shouldn't be too runny..

Make drips on your cakes...
You could use the melted chocolate for ice creams and dessert toppings too
