Steps

Mix Maida in milk then grind it for few minutes after some time mix baking powder And wait until it gets fermented.

Take a pan put some ghee over it and shallow fry it until it turns brown then take it out.

Make sugar solution (1/2 cup water 1 cup sugar)add saffron in it and wait till it becomes denser and thicker.

Add the sugar solution in ghewar and apply a thick layer of milk cream over it.

Now garnish it with dry fruits and Serve it
