Add in powdered milk in a bowl, add sugar and mix well

Gradually add water until you get a thick milk dough

Grease palm with oil, pinch out little and roll, flatten it and place the chocolate in the centre then mould it gently again until the chocolate is completely covered

Repeat till all are finished, fry in oil with low heat flame
