First, wash the mutton twice with clean water.

Heat oil in a large pan. Add cumin seeds and bay leaves, and let them sizzle. Add some of the onions and cook until they soften.

Meanwhile, mix the mutton with turmeric, chili powder, salt, coriander powder, garam masala, ginger-garlic paste, and the remaining onions. Combine well and let it marinate, covered, for 10 minutes.

Once the onions are soft, add the marinated mutton to the pan. Cover and cook on low to medium heat until the mutton becomes tender.

When the spices are well roasted and turn reddish, add water as needed. Cover and cook the mutton for another 10 minutes, or until it is fully cooked and tender.
