Place the garlic, chili peppers, scallions, and sugar in a small bowl. Set aside.

Pour the peanut oil and Sichuan peppercorns into a small saucepan. Heat over low until the oil just begins to smoke, then strain the hot oil into the bowl from step 1.

Cook the dried noodles according to the package instructions.

Thin the sesame paste with the noodle cooking water, then mix in the soy sauce and black vinegar.

Place the cooked noodles in a large bowl. Toss with the garlic-pepper oil from step 2 and the sesame sauce from step 4. Serve immediately.
