Add 2c water to chana dal in a bowl; cook in a pressure cooker in a until completely cooked. Have enough water in the cooker for generation of steam. Follow manufacturers instructions for operating the cooker.

Heat oil in a heavy sauce pan over medium heat; add mustard seeds; let the seed pop open. Stir in cumin seeds and methi seeds. Add green chilies, curry leaves, turmeric powder, ginger and garlic. Add cabbage and sauté. Do not overcook cabbage. Add the cooked dal with water. Bring it to boil. Reduce the flame after boiling.

Add milk and coconut milk. Keep stirring. keep an eye on the milk. Do not let it boil over. After a few minutes, add salt, and mix thoroughly. Turn off the stove. Taste to make sure that koottu meets with your expectations.
Garnish with chopped coriander leaves and stem and roasted cashews. - 6
Transfer the aromatic flavorful koottu to a serving bowl. You may serve koottu with rice, dosai or chappathi. You may just consume a cup of koottu as it is. Enjoy
