Steps

Saute celery and onion in butter.

Peel and cube potatoes. Add to pot, cover with water, and bring to a boil.

Add bullion cubes and evaporated milk.

Cook over medium heat until potatoes are fork tender.

Mash some of the potatoes with back of spoon while in pot. Soup will thicken as it simmers.

Add salt and pepper to taste.
