Cook the rice with water only

Cut onions and tomatoes in dices, smash the garlics

Peal the potatoes and sweet potatoes then slice them. It should not be too thin

Season the fish with salt and pepper, then fry from both side until it becomes crispy. Put aside

In a different pot, fry the potatoes' slices with salt and pepper, it doesn't have to cook entirely. Then, put the slice of sweet potatoes, season and fry together. When softer, add water until covered. Higher the heat until it boils. Let it cook until all the water disappears.

Place the fried fishes on top of the potatoes.

In a different pan, fry the onions and the garlic. When translucent, add the tomatoes. Add salt and pepper ( and red chili pepper powder if wanted and cook until the tomatoes are melted.

When the tomato sauce is ready, pour it on top of the fishes. Add water and cook all the three layers (potatoes, fishes, tomato sauce) together for 5 min. Then, higher the heat and cook until the water is reduced.

Serve with white rice.
