Boil the mutton for 10 minutes in a pot, then discard the water.

Finely chop the tomatoes and slice the onions. Cut the bell peppers into rings.

Place all the ingredients (including the meat) in a roasting pan, sprinkle with allspice, and season with salt and pepper. Add the olive oil and mix well. Add 1 cup (240 ml) of water.

Bake in a preheated oven at 350°F (180°C) for about 2 hours (cooking time may vary depending on your oven).
