Steps

Mix all ingredients except oil & grated carrots for garnish.

Prepare batter as chilla. Add water if required.

Heat nonstick pan. Pour 1 ladle full of batter on pan. Drizzle some oil. Place grated carrots on pan cakes. Cook it on slow flame until golden.

Flip it and cook again until light golden.

Serve with mayo hung curd dip. (see my recipe for dip)
