For the base: Melt the chocolate chips and butter together in a pot. Mix in everything else.

Press into a 9x13 pan and chill.

Icing: Mix the butter, vanilla, and coloring into the icing sugar. Add the milk 1 tablespoon at a time until you reach the desired consistency.

Once the base is cooled, spread the icing on top and sprinkle the chocoloate chips on top of the icing. They can be mint or regular chocolate chips.
